Important Changes to Youth Protection Training Policies
Youth safety is the number one concern to the Boy Scouts of America. To increase awareness of this societal problem and to create even greater barriers to abuse than already exist in Scouting, several important changes are being implemented to further enhance youth protection.
EFFECTIVE JUNE 1, 2010:
Youth Protection Training is required for all registered volunteers. Merit badge counselors and Charter Representatives ARE registered volunteers.
This includes not only unit volunteers, but those at district and council levels. If Tidewater Council district and council volunteers are not trained by September 1, 2010, they will likely not show up on charter renewals and will have to complete a new application that includes proof of Youth Protection Training to retain their position.
New leaders are required to take Youth Protection Training before they submit their application for registration. The printed certificate of completion for this training must be submitted at the time as an application is submitted and must be done before volunteer service with youth begins.
Youth Protection Training must be taken every two years. If a volunteer's Youth Protection Training record is not current at charter renewal time, the volunteer will not be re-registered.
To ensure this important policy change is fully implemented, please take the following steps:
If you have not taken Youth Protection Training within the past two years, please log on to www.MyScouting.org and take the training. Be sure to have your member identification number. The number can be found on your Boy Scouts of America membership card.
If you do not know your member identification number, contact your unit leader or committee chairman. Charter packages, including membership cards were mailed to them. Your executive can also assist you.
If you have taken Youth Protection Training online but did not input your member identification number, please log back on to the Training section of www.MyScouting.org and input your member number so the training will be linked with your records.
If you have taken Youth Protection Training within the past two years but did not take the course online, log on to www.MyScouting.org to ensure your records are up to date, or check your district website for the latest reported date for youth protection training. Districts update youth protection training information on district webpages. If there is a discrepancy submit a copy of the training card to the council to get it corrected.
SHARE THIS INFORMATION with other Scouters. It is better to get this training done earlier rather than later.
Youth Protection Training is available online at www.MyScouting.org. You can find out more about the Youth Protection policies of the Boy Scouts of America and how to help Scouting keep your family safe, see the information available in every youth handbook, and most importantly - TAKE THE TRAINING!
While you are taking care of the current policy changes, get basic leader training done. It's very likely that basic leader training will be mandatory for renewal in 2011. Be prepared! Keep up to date with what training is required for the position you will register in. When you change positions, the training requirements change also.

NEW CUB SCOUTING TRAINING OPPORTUNITIES
Beginning June 20, 2010, Cub Scout leaders who have not previously taken "Position - Specific" training will be able to do so on line. This is one of the primary required courses, along with the Fast Start, Youth Protection, and This is Scouting, necessary in order to be considered trained.
Cape Henry finished the 2009 Scouting year with only 25.5% of its direct contact leaders trained. How can we provide a "quality program" for our youth if we are not current on how to present the programming materials?

SCOUT FEST 100 UPDATE !!
On October 15 – 17, 2010, the Tidewater Council will be celebrating its centennial anniversary with a weekend of special program events, weekend camping, continuous amphitheater shows and interactive unit displays. The event will begin with a grand opening on Friday the 15th at the Virginia Beach Amphitheater, with Friday night camping in the fields near Recreation Drive and “special” program events. Saturday will be filled with activities, booths, exhibits, interactive unit events, concessions and more, in and around the Virginia Beach Amphitheater. We expect the attendance to be well into the thousands. Scout Fest 100 “special event attractions” confirmed to date?

Any unit that turns in $1,000 or more by September 20, 2010 will get $5 off the price of all members attending Scout Fest 100 that are registered to attend by September 20, 2010. The discount only applies to individuals registered for the event by September 20, 2010. By turned in, we mean, the unit turns in at least $1,000 in cash by September 20, 2010 from the popcorn sale. Please note that this information is not listed in the Scout Fest 100 Leader’s guide, but will be handled internally between your unit and the Scout Fest 100 event. Just make sure you hit that $1,000 and turn in your roster by September 20, 2010.
Additionally, all units selling a minimum of $3,000 will be given a two week exclusive first come, first served opportunity to sign up for the camping part of the official Scout Night at Norfolk’s Harbor Park Tides baseball game. These camping vouchers are very hard to come by. Your unit leader and committee chairman of record will get a first class letter and then it is up to your unit to sign up for the camping vouchers on a first come, first served basis. All units selling a minimum of $3,000 will be given a $5 dollar discount on the 2011 Cub Day Camp; 2011 Cub and Webelos Resident Camp; and 2011 Boy Scout Resident Camp operated by the Tidewater Council. The top selling youth popcorn youth will throw out the first pitch (as long as that opportunity still applies) at the 2011 Norfolk Tides baseball game.
UNIT MONEY EARNING APPLICATIONS
All money earning plans devised at the unit level require a Unit Money Earning Application. Popcorn sales is the only Tidewater Council sponsored activity that is exempt from this process. Make sure that the unit committee completes a Unit Money Earning Application prior to making final plans and any advertisement. There are rules printed on the second page that will insure no unit violates national policies for funding the program.
Signatures of the chartered organization representative, committee chair and district representative are required. This creates a “checks and balances” to make sure that the proposed project does not violate (any) Boy Scout of America policies, rules and regulations and those of the charter partner. It also prevents a unit from getting trapped in a contract that costs money, instead of earning money.
For example, if a unit enters into a contractual agreement to sell a product, other than Tidewater Council popcorn, and cannot fulfill that obligation, the (chartered partner) is responsible.
The local council is responsible for upholding the Charter and By-laws and the Rules and Regulations of the BSA. To ensure compliance, all unit fundraisers MUST OBTAIN WRITTEN APPROVAL from the local council NO LESS THAN 14DAYS before the fundraising activity.

TIGERS, TIGERS EVERYWHERE and FALL RECRUITING is HERE AGAIN
July and or August is normally committee planning months for year long unit activities. Please make sure membership recruiting plans are part of your agenda. For the Cub Scouts, let’s emphasize Tigers, Tigers and more Tigers. Two or three 6 – 8 boy Tiger dens will complement a unit for five years and eliminate any “gaps” in future Wolf, Bear and Webelos dens. The Cape Henry senior district executive has heard many complaints over the years from units about the need for more youth from 2nd – 5th grades. Tigers, Tigers and more Tigers. There’s your simple answer. And they are so much fun to recruit!!

Confidentiality of Membership. The Boy Scouts of America has the responsibility to protect the confidentiality of the names and personal information of those who are affiliated with the movement. No commercial or unauthorized use is to be made of the lists (names, addresses, and other personal information) of members or of financial supporters, or those who answer surveys in connection with Scouting. The council does not authorize anyone to make copies, paper, electronic or by any other means any such lists for any reason without the permission of the Tidewater Council. When a list is needed it will be authorized and it shall be returned or destroyed. All such authorizations shall never exceed a one year time frame. Chartered organizations should take care to guard the lists that contain their members.
The Tidewater Council will willingly work with all law enforcement agencies to ensure that laws concerning spam, especially anything of an illegal nature are prosecuted to its fullest. This includes complete access to our web site, our back channels and any tools that might reveal the individual identities of anyone seeking to perpetuate anything of an illegal nature.
